Western Philippines University–College of Engineering and Technology (WPU-CET) celebrates the success of 17 examinees who passed the September 2026 Civil Engineers Licensure Examination (CELE), marking another breakthrough for the university's Department of Civil Engineering.
The latest results are particularly notable
for the performance of WPU's first-time examinees. According to the Professional
Regulation Commission (PRC), 8 of 9 first-time WPU examinees passed,
giving the university an 88.89% passing rate.
This compares with the 52.33% national
first-time passing rate and 37.16% overall national passing rate reported
in the same PRC school-performance table.
The result comes as the PRC announced that 6,337
of 17,062 examinees nationwide passed the September 2026 Civil Engineers
Licensure Examination administered by the Board of Civil Engineering.

The distinction between the first-time
result and the overall result is important. The 88.89% figure
specifically represents WPU's first-time examinees. This result provides a
meaningful indication of the performance of WPU's first-time examinees in a
nationwide professional examination involving thousands of aspiring civil
engineers.

Three-Year Progression in WPU's CELE Performance
The September 2026 result becomes more
meaningful when viewed alongside the Department of Civil Engineering's recent
licensure examination record.
The PRC school-performance data supplied for
WPU show the following progression:
|
CELE |
WPU First-Time |
WPU Overall |
National Overall |
|
Nov.–Dec. 2024 |
38.89% |
30.14% |
37.09% |

25.93% |
30.39% |
|
Sept. 2026 |
88.89% |
38.64% |
37.16% |
The first-time passing rate increased from 38.89%
in 2024, to 45.00% in 2025, and then to 88.89% in 2026.
That represents a 49.99-percentage-point
increase in WPU's first-time passing rate over the three examination
periods.
The 2026 result also placed WPU's first-time passing rate 36.56 percentage points above the national first-time rate reported in the PRC school-performance table.

Curriculum Enhancement to Board Examination Preparation
The progression in CELE performance has
occurred alongside continuing efforts by the Department of Civil Engineering
to strengthen its curriculum and academic support mechanisms.
Among the department's interventions is the
integration of a comprehensive civil engineering integrated course
within the curriculum.
The course is designed to provide students
with a structured, intensive preparation environment that incorporates the
character of a review-center-type academic experience while remaining
integrated into the university's formal curriculum.
Rather than limiting board preparation to a
short period immediately before the licensure examination, the approach
provides students with opportunities to progressively revisit and integrate
fundamental civil engineering concepts throughout their academic preparation.
The integrated course brings together concepts
from major civil engineering areas and places emphasis on:
- comprehensive review of fundamental engineering concepts;
- analytical and computational problem solving;
- application of engineering principles;
- examination-oriented practice;
- integration of concepts across civil engineering disciplines; and
- development of students' ability to solve unfamiliar and complex
engineering problems.
The department has also pursued the regular
and structured offering of the integrated course, making board-oriented
preparation part of a continuing academic process rather than an isolated
activity.
π―
Strengthening Academic Retention and Progression
Another component of the department's academic
intervention is the full enforcement of its retention policy.
The policy provides an academic mechanism for
monitoring student progression and ensuring that students advance through the
program only after demonstrating the required competencies and academic
preparation.
In the context of civil engineering education,
retention is not simply about reducing the number of students progressing
through the program. It is intended to strengthen the academic foundation of
those who eventually enter advanced civil engineering subjects and professional
preparation.
The approach seeks to ensure that students who
reach the upper levels of the curriculum have developed the prerequisite
knowledge necessary to engage with more complex engineering concepts.
This creates a progression from:
Fundamental knowledge → Applied engineering →
Integrated problem solving → Professional preparation
rather than treating board examination
preparation as a separate activity at the end of the program.
π️ Learning to Solve Real Problems
The Department's curricular enhancement also
extends beyond conventional classroom and examination preparation.
Through its intensive civil engineering
project courses, students are exposed to complex problems that require them
to connect established scientific and engineering theories with actual
community needs.
The project-based approach encourages students
to identify problems, examine available evidence, apply appropriate engineering
principles, evaluate possible solutions, and develop technically defensible
interventions.
This type of learning is particularly relevant
to civil engineering because the profession ultimately involves solving
problems that affect the safety, accessibility, resilience, and quality of
the built environment.
Students are therefore encouraged to move
beyond simply asking:
“What is the correct answer?”
and toward asking:
“What engineering solution can safely and
responsibly address the problem?”
The integration of scientific theory with
community-based engineering problems provides students with opportunities to
experience engineering as a discipline of problem solving, decision-making,
design, and public service.
π±
Engineering Education With a Community Purpose
The Department of Civil Engineering's
curricular direction is ultimately grounded in a broader purpose: engineering
education should prepare students not only to pass examinations, but to solve
problems that matter to people.
Civil engineering directly influences the
safety and functionality of communities through infrastructure such as
buildings, roads, bridges, drainage systems, water systems, and other
facilities.
The department's emphasis on intensive
project-based learning provides students with opportunities to understand how
engineering theories can be translated into solutions for actual community
gaps.
Through this approach, students are encouraged
to recognize engineering as both a technical profession and a form of public
service.
The objective is not merely to produce
graduates who can solve examination problems, but professionals who can apply proven
scientific and engineering principles to develop safe, practical, and
responsible solutions for communities.
π©π« Recognition and Appreciation for the Faculty
The Faculty of the Department of Civil
Engineering, Western Philippines University, extends its heartfelt
congratulations to all 17 successful examinees.
The department also expresses its sincere
gratitude to the faculty members, mentors, families, friends, and members of
the WPU community who contributed to the students' preparation and success.
The faculty's contribution extends beyond
delivering lessons.
Through academic instruction, mentoring,
retention mechanisms, integrated courses, laboratory activities,
problem-solving exercises, design work, project development, and
community-oriented engineering activities, faculty members help students
develop the knowledge and professional mindset necessary to enter the field of
civil engineering.
The continuing goal is to shape competent,
ethical, technically capable, and socially responsible civil engineers who
can contribute to the safe and sustainable development of communities.
Your achievement is a testament to your perseverance,
preparation, dedication, and commitment to the civil engineering profession.
May you carry with you the knowledge, skills,
values, and experiences gained at Western Philippines University as you
begin your professional careers.
May your success inspire the next generation
of WPU civil engineering students to pursue excellence, embrace innovation,
solve meaningful problems, and serve communities through responsible
engineering.
